Under Article 40 of the DSA, SHEIN is required to provide access to certain data for research purposes. The DSA distinguishes between two categories of researchers: qualified researchers and vetted researchers, each subject to specific eligibility and access requirements.
SHEIN is committed to providing a safe online platform for our community. We act in compliance with relevant local laws and regulations, including the European Union's (EU) Digital Services Act (DSA), which establishes a single set of transparency and accountability obligations for online platforms across all EU Member States.
1. Information on Active Users in the EU
Under Article 24.2 of the DSA, online platforms are required to publish semi-annual information on the average monthly recipients of their services in the EU. SHEIN Marketplace launched in the EU in August 2023. We have calculated that, between 1 February 2026 and 31 July 2026, SHEIN had an average of 127.9 million monthly active users across EU Member States.
We define a monthly active user as the number of unique users who have interacted with the SHEIN platform during a specific period of months. This interaction may include activities such as browsing the SHEIN website or app, making purchases, engaging with content, adding items to the cart, or any other interaction with the platform.
2. Single Point of Contact
If you believe that content on the SHEIN platform related to a specific product is illegal in the European Union, you can report it through Customer Service or directly on the product page by clicking the corresponding button next to the featured product. When contacting us, we accept communications in your local language or in English.

If you are the European Commission, the Digital Services Coordinator, a Trusted Flagger, an out-of-court dispute settlement (ODR) body, or any other authority of an EU Member State, you can contact us at [email protected].

3. Disputes Regarding User Content and Accounts
If you believe we have acted incorrectly in making decisions regarding your user account, you can appeal our decision within six months by contacting our customer service team via the following link https://es.shein.com/contact-us.html.
In addition, you can also contact a certified out-of-court dispute resolution body to assist you in resolving any dispute with us related to our actions on your account or reported content. The European Commission maintains a website listing the certified dispute resolution bodies available. However, please note that decisions taken by out-of-court dispute resolution bodies will not be binding on you or SHEIN.

4. Transparency Reporting Obligations
In compliance with Articles 15, 24, and 42 of the Digital Services Act (DSA), SHEIN, as a designated Very Large Online Platform, is committed to maintaining a safe and trustworthy marketplace.

5. Researcher Access to Data
Below, we explain how you can contact us according to your researcher status:
"Qualified researchers": if you are a researcher under Article 40.12 of the DSA and wish to access publicly available data on SHEIN's online interface, you can submit a request to us by completing the form available here. Please note that, in order for us to grant you access to such data, your request must meet the requirements set out in that article.
"Vetted researchers": research requests concerning vetted researchers under Article 40.4 of the DSA must be submitted to SHEIN by the home Digital Services Coordinator (DSC). Therefore, vetted researchers should not contact us directly. DSCs can reach us through our dedicated mailbox: [email protected].

6. Publication of the Risk Assessment Report, Assurance Report, and Implementation Report
In accordance with Article 42(4) of the DSA, we make the following documents available:
